6000.7: STUDENT HEALTH AND SAFETY



7.1 The school must comply with all national, state, and local laws relating to communicable diseases, including OSHA requirements regarding blood-borne pathogens.
7.2 The school must comply with all applicable national, state, and local health, safety, and sanitation codes including immunization records, food service regulations, fire inspections, and asbestos and radon inspection. A file of annual inspections must be maintained.
7.3 A minimum of 10% of the staff members must be trained in first aid and CPR procedures. One staff member or designated adult with up-to-date training in first aid and CPR must be present at all school activities.
7.4 The school must operate a well-equipped clinic area, which is under the direct supervision of a staff member or school volunteer. Clinic equipment must include cots, first aid supplies, and thermometers. Emergency procedures must be clearly defined and posted.
7.5 Only prescription medication may be dispensed. The persons dispensing prescription medication must be trained by a registered nurse, a physician’s assistant, or a physician according to a written training plan adopted by the school. Prescription medication may only be dispensed from its original container and accompanied by a physician’s prescription and written parental permission. A log of dispensed prescription medications must be maintained. Prescription medications must be stored in a locked cabinet or in a locked container in a refrigerator.
7.6 Staff members must be trained in child abuse reporting procedures in accordance with HRS regulations.
7.7 Policies regarding access and release of students to non-custodial parties must be written and practiced.
7.8

A school visitor policy that controls access to the school must be written and in place.

7.9 Arrival and dismissal traffic patterns must be designed to provide reasonable procedures or the safety of all students
7.10 The school building and grounds must be free of hazards to safety, such as unfenced danger areas, unlit stairwells, open waterways, and unprotected propane gas tanks. All cleaning supplies, chemicals, and gardening and maintenance tools and equipment must be safely stored in locked areas out of the reach of students.
7.11

Schools are required to meet all national, state, and local fire and emergency codes.

7.12

Required emergency numbers must be visible at each telephone.

7.13 Fire extinguishers must be sufficient in number properly placed throughout the school, and maintained and inspected regularly in accordance with fire codes.  Staff members must be adequately trained in their use.
7.14

The school must have a written crisis management plan.  All employees must be trained to implement the plan, and appropriate drills must be held.

7.14.1 Safety/emergency drills (i.e. fire, tornado, lockdown, bomb threat) are required for students at all levels, and a log of such drills must be maintained.  The log should contain the date of the drill, the number of students participating, the time required for any evacuation necessary, and any special conditions. 
7.14.2 Attendance must be taken for each class, either after students have evacuated buildings or in individual rooms during lockdown.
7.14.3 At the outset of evacuation drills, the school will inspect the entire interior of the school facilities to make certain  that no persons are left behind; a written plan must be in place to guide this process.
7.14.4
    Tornado drills must be held once a semester.
7.14.5 Lockdown drills must be held once a quarter.
7.14.6 Fire drills must be held monthly, with the initial drill being held within the first 15 days of the start of the school year.
7.14.6.1 Fire drill procedures with escape routes must be posted in each classroom.
7.15

The school must comply with the following transportation procedures and requirements.

7.15.1 Drivers must have a valid driver’s license and be approved according to the school’s established safe driver policy.
7.15.2 Vehicles must be well maintained, inspected every six months, and meet required state standards for safety.
7.15.3 Vehicle operation must comply with passenger capacity limits.
7.15.4 Adequate liability insurance must be carried on all vehicles, including those contracted and used for student transportation, with a minimum amount of vehicular coverage per occurrence based on the following enrollments:

1-200 $2,000,000

7.15.5 All state laws regulating school transportation must be followed.
7.15.6 Attendance must be taken and recorded before children board a vehicle for transportation on a field trip, athletic event, or other school-sponsored activity, and attendance is to be taken again upon returning to the school.
