Professional Education Competency (PEC) Demonstration

The CSF Professional Education Competency demonstration system presented is offered to assist the teacher seeking certification from the Florida Department of Education. Teachers who have not graduated with a degree that includes an approved teacher preparation program may demonstrate the Professional Education Competencies through the CSF PEC program. The CSF PEC has been approved by the FLDOE and may be offered at accredited member schools.

In order to participate in this program the teacher must be employed as a classroom teacher at a CSF accredited school that offers the program. The school must have on-staff supervisors qualified to offer the PEC program or contract with qualified supervisors from another school. Administrators and/or supervisors at the participating school verify the demonstration of 17 competencies. Upon completion of the program, the teacher’s file is sent to the CSF Vice President for Teacher Certification, who will file the CT-118 with the DOE.

  1. Pass General Knowledge Test.
  2. Pass Professional Education Test.
  3. Pass General Knowledge Test.
  4. Attend inservice on suicide prevention or emotional distress OR read and discuss article about suicide with administrator or guidance counselor.
  5. Attend inservice on signs of alcohol/drug abuse OR read and discuss article about substance abuse and discuss with administrator or guidance counselor.
  6. Attend inservice on child abuse and reporting laws OR read and discuss article about signs of abuse and reporting requirements with guidance counselor or administrator.
  7. Show administrator lesson plans meeting one of the criteria.
  8. Show administrator lessons plans or test meeting criteria.
  9. Show administrator lesson plans meeting one of the criteria.
  10. Attend inservice on professional ethics OR review and discuss The Code of Professional Conduct and reasons for revocation of certificates with administrator.
  11. Review requirements for ESOL endorsement.

Competencies 12-14 and 16-17 must be met through one or more observations. Qualified observers must document the following:

  1. The use of technology in some manner in the teaching process.
  2. The assessment of learning as it proceeds by verbal questioning throughout the lesson.
  3. Addressing cultural background, socioeconomic background, learning styles, and/or special needs.
  4. Pass Subject Area Exam.
  5. Competence in managing the behavior of the students during observation. Have rules posted in your room.
  6. Teaching so that the lesson moves smoothly and does not lose momentum through interruptions, intrusions, or digressions.

  • Although there is a line that say “Click here to download Registration Bulletin in pdf format, don’t bother! It only contains instructions; it doesn’t have the actual registration form in it. You have to send in a special scanable form that only comes included in the original Registration Bulletins that are mailed to you from USF.
  • You will need to plan in advance because it can take a couple weeks to get the Registration Bulletin in the mail and they have to receive your registration at least 50 days before the test date or you have to pay a hefty late fee. The Orlando test sites tend to fill up quickly, too.
